Bedrock Done-Claim Checker

A small harness around one model.

Send a claim that work is done plus its evidence; get supported, partial, unsupported or unparseable. Deterministic checks run first, a daily cap is enforced before Amazon Bedrock is called, and model output is accepted only in an exact shape. AWS Lambda and CloudFormation; offline-tested, not yet run against a live account.
